Transfer Reform - Limited jurisdiction of the district court to youth who have committed one of a list of about 10 violent felonies. Also allowed for a reverse waiver: a juvenile court judge may now review the case and exercise judgment on a transfer.

Transfer Reform – Allowed an adult court judge with jurisdiction over a child to transfer the matter to the juvenile court “if the justice court judge determines and the juvenile court concurs that the best interests of the child would be served by the continuing jurisdiction of the juvenile court.”
