Detention Reform - Allowed a juvenile charged with or on trial for a felony to be detained in a juvenile detention center if the detention is ordered by the court.

Transfer Reform - Expanded a judge’s ability to hold “reverse remand” hearings (reverse waiver) for youth under the age of 18 transferred to the adult justice system from specifically delineated sex offenses to a much wider array of criminal offenses.
