Transfer Reform - Ended the mandatory transfer of 17-year-olds to adult court for murder, first-degree assault, first-degree child molestation or assault with intent to commit murder. This legislative change redefined the definition of an adult in Rhode Island’s family courts and effectively ended mandatory transfer for youth there.
